Usmanov Botir Shukurillayevich graduated from Kazan State Technical University speciality of aircraft construction (full-time) in 1993 with a degree in engineering and Mechanical Engineering. He graduated from the University of Andra, India in 1999 and the Technical University Hamburg-Harburg, Germany in 2001, majoring in ICT and mechatronics (mechanics and Information Technology). In 1999, he received the degree of candidate of technical sciences In 2004, he was awarded the academic title of associate professor in the Department of Aircraft Aerodynamics. In 2021, he obtained his PHD on Pedagogical Sciences, in 2022 the scientific title of professor, and in 2023 his PHD on technical sciences. He worked as senior lecturer, head of the research Department, head of the International Relations Department, dean of the Tashkent State Aviation Institute In 1995-2007, academic secretary, deputy dean, deputy director of educational and research works at the Moscow State University named after V.M. Lomonosov in Tashkent. in 2008-2012 vice minister of higher and secondary specialized education of the Republic of Uzbekistan for science in 2013-2016 ,vice-rector for research works and innovations of the Tashkent University of Information Technologies named after Muhammad al-Khorazmi in 2017-2019,vice Minister of Economy and Industry of the Republic of Uzbekistan in 2019-2020.

He has been working as rector of the Tashkent Institute of Chemical technology since 2020. He has published several textbooks, manuals, monographs, text of lectures, educational -methodical complexes on information and technologies and drawing, scientific, and educational and methodological works for students of higher education institutions. Scientific and academic internship in 2020-2022 for 60 employees of the Institute; academic mobility of 80 TICT undergraduates; participation of 30 foreign students and doctoral students in training and internship programs at TICT, 50 training sessions and seminars of foreign scientist and professor; more than 20 live and more than 40 online training with foreign delegations, and Ihe has been giving his advice and recommendations for organizing bilateral diplomas with foreign universities in 21 areas of education.
